The Lucy Corr Foundation is a 501(c)(3) nonprofit organization created to enhance and advocate for the lives of seniors in Chester, Chesterfield, Petersburg, Richmond, and surrounding areas who require care. After decades of contributing to society, raising families, and building communities, our seniors deserve to spend their later years with dignity and respect. The Lucy Corr Foundation is dedicated to improving the lives of Lucy Corr residents, participants, and their families, and even those beyond our campus by meeting the changing needs of seniors in our community. By supporting a range of projects and programs and partnering with others within our community, the Foundation works to ensure that our seniors enjoy a safe, compassionate, and engaging environment. ​​

The mission of the Lucy Corr Foundation is to mobilize public, private, and nonprofit support to enhance the services and programs benefiting Lucy Corr residents, participants, and the greater community surrounding the Lucy Corr campus. The Foundation aims to be a leading advocate for senior care, increasing community awareness and ensuring ongoing support for Lucy Corr as a premier provider of continuing care retirement housing and services in the region.

As a separate, but complementary organization to Lucy Corr’s operations and Commission, the Foundation operates independently, yet shares the unified goal of improving the quality of life for our residents and seniors outside of the Lucy Corr campus. Here’s how we make an impact:

At the Lucy Corr Foundation, we are dedicated to enhancing the lives of seniors in our community by supporting vital projects and programs that extend care beyond the everyday. Here’s how we make an impact:

  • Free Dental Care: Through our Lucy Corr Dental Clinic, we have provided over $3 million worth of free dental services to under- and uninsured seniors in Chester, Petersburg, Chesterfield, and the greater Richmond area, ensuring that they receive essential care they might not otherwise afford.
  • Art & Music Therapies: The Lucy Corr Foundation proudly supports art and music therapy programs for seniors, both at our campus and throughout the community. These creative therapies enhance emotional well-being, cognitive function, and social connections, enriching the lives of older adults and helping them express themselves in new, meaningful ways.
  • Mental Health Support & Initiatives: We have committed to promoting mental wellness through “Let’s Talk About It” mental health initiatives. These programs provide vital resources, support, and education for seniors, helping to reduce the stigma around mental health and encouraging open conversations. By fostering a compassionate and understanding environment, we empower older adults to prioritize their emotional well-being and connect with the care they deserve.
  • Senior Transportation: We raised the necessary funds to purchase a 20-passenger handicapped-accessible bus, allowing Lucy Corr residents to participate in a wide range of activities and outings, keeping them engaged and connected.
  • Staff Development: The Foundation has proudly sponsored more than a dozen Lucy Corr staff members in advancing their nursing degrees, contributing to higher standards of care and professional growth within our community.

Our History

Lucy Corr’s story began in 1970 when it opened as the Chesterfield County Nursing Home, thanks to the tireless efforts of its founder, Miss Lucy Virginia Corr. Born in 1908, Miss Lucy was a remarkable woman dedicated to humanitarian service. She served as the Director of the Chesterfield-Colonial Heights Department of Social Services from 1945 until her retirement in 1978. Her vision for a nursing home and convalescent facility for older adults led to the establishment of the Chesterfield County Nursing Home, which was later renamed in her honor.

Our Purpose

Miss Lucy’s legacy lives on through the continuous growth and expansion of Lucy Corr. From its initial 98-bed facility, it has evolved into a comprehensive senior care center, now including 216 long-term and rehab beds, 48 Assisted Living apartments, and an Independent Living neighborhood with 52 apartments and 25 cottages. Each upgrade and expansion has upheld the high standards of care and compassion that Miss Lucy instilled. Today, Lucy Corr remains dedicated to providing a vibrant, supportive community for seniors, and our foundation is here to meet those needs.

At the Lucy Corr Foundation, we believe in the power of collaboration. We’ve proudly partnered with numerous organizations to further our mission of enhancing the lives of seniors. These partnerships include the VCU School of Dentistry, the Chesterfield–Colonial Heights Christmas Mother, the Chesterfield Sheriff’s Office (National Night Out), and the Alzheimer’s Association, Regirer Foundation, Chesterfield County, Art for the Journey, and Virginia Association of Free and Charitable Clinics among others. Life Care

The Lucy Corr Dental Clinic

The Lucy Corr Dental Clinic (LCFDC) is committed to enhancing the overall health and well-being of Lucy Corr residents and seniors in the Greater Richmond community by providing essential dental services. Our clinic offers affordable accessible dental care to those who are uninsured or uninsurable and unable to afford these critical services. Under the leadership of Dental Medical Director, Dr. Michael Hanley, the clinic thrives with the dedication of volunteer dentists, students from VCU Dental School, and other local training programs and schools. This vital service is made possible through the generous financial support of local foundations and individuals.

Good oral health is shown to be essential for seniors as it significantly impacts their overall physical and emotional well-being. Services include routine exams, cleanings, periodontal care, extractions, new dentures and repairs, x-rays, oral health education, and more. In 2023 alone, the clinic provided care to 347 patients through 1,147 visits. Since its opening in 2008, the clinic has delivered over $3 million worth of free dental care to seniors in need.

We’re keeping smiles – and our seniors – healthy. And you can help.

The Lucy Corr Dental Clinic stands as the Foundation’s largest and longest-running initiative, providing life-changing services to seniors on and around the Lucy Corr campus. While we’re proud to offer comprehensive care, mostly free of charge, the reality is that running this safety net clinic comes with significant costs. The staff, state-of-the-art equipment, and supplies needed to keep the clinic operational are not free—and that’s where we need your help.

The clinic accounts for 85% of our annual budget, underscoring its importance to the community but also the financial challenge it presents. Without additional funding, the clinic could face closure, which would be devastating for the countless seniors who depend on this care.

Our Board

Lucy Corr Foundation Board of Directors:

Ms. Snead served as Chesterfield County’s Deputy County Administrator for Human Services from July 2010 until her retirement in 2020. Prior to this appointment, she served as Director of Chesterfield/Colonial Heights Department of Social Services. Ms. Snead received her Master’s degree in Social Work with a concentration in Administration from Virginia Commonwealth University. As Deputy County Administrator, she oversaw the operations of all Human Services Departments within the county and served as the liaison between the Health Center Commission and the County of Chesterfield. She currently serves as chair on the Senior Connections Board of Directors, as vice chair/board member for the Perkinson Center for the Arts and as a commissioner for the Health Center Commission for Chesterfield County.

Mr. Cunningham joined Lucy Corr in February, 2024. He and his wife relocated to Virginia from Memphis where he served as the Chief Executive Officer for Columbia Healthcare since 2018. Prior C-Suite roles include service as the CEO of FernBrooke Healthcare from 2008—2014 and as the COO of Advanced Healthcare from 2014—2018. His career as a Healthcare Administrator began in 1996, when he was hired as the Director of Long-Term Care for a county-owned skilled nursing and rehabilitation facility in Mississippi. His career progression involved assumption of multi-facility management roles, with overall management responsibility for skilled nursing facilities, assisted and independent living facilities, adult day programs, and continuing care retirement communities in eight States, with three large senior living companies. In addition to his employment in the sector, he has also served as an Owner/Operator. Before joining Lucy Corr, Mr. Cunningham concentrated on serving distressed Continuing Care Retirement Communities throughout the country, facilitating either the pathway out of bankruptcy or the avoidance of bankruptcy through financial and operational turnarounds. His professional memberships include the American Healthcare Association as well as state associations in Tennessee, Virginia, and Alabama. He holds State licensure as an Administrator in Mississippi, Indiana, Tennessee, North Carolina, and Virginia and is also Certified as a Preceptor for Administrators-in-Training. He completed his B.S. degree in Chemistry at Mississippi College and holds an M.B.A. degree in Marketing Management from The University of Mississippi. Michael and his wife Joann are the parents of four children, have three delightful grandchildren, and are very happy to return to Virginia.

Mr. Martin is President of Parkway Long-Term Care and Senior Living Consulting.  He previously served as CFO of Medical Facilities of America (23 years).  Prior to his position at Medical Facilities of America, Mr. Martin was senior audit manager for KPMG.

He received his Bachelor’s degree in Accounting from Radford University and Master’s in Business Administration from Virginia Tech.

Ms. Bell is a retired Social Work Supervisor for the Chesterfield Colonial Heights Department of Social Services.  She is a family member of a former Lucy Corr resident.  In 2018 she was chosen as the Chesterfield Colonial Heights Christmas Mother and continues to serve on the Chesterfield Colonial Heights Christmas Mother committee.

Ms. Mast, an Independent Living resident at Lucy Corr, is a retired mortgage banker.  She is previous past chair of the Lucy Corr Foundation.  Ms. Mast also serves on the Board of Governors of The Council of the Virginia Museum of Fine Arts and as vice chair of the Shepherd’s Center of Chesterfield.  She is chair of the Ask Me Ambassadors volunteer committee of the Virginia Museum of Fine Arts.  She’s the leader of two book groups – Springdale and Commodore Point.  Ms. Mast is a graduate of Westhampton College, University of Richmond.

Ms. Saunders is an Associate Broker for Long and Foster Real Estate (28 years).  She previously served as State Ombudsman for the Virginia Department of Aging and Chair of the Advisory Board of the Virginia Commonwealth University Department of Gerontology.  She’s a member of the legislative committee of the Richmond Association of Realtors and member of the City of Richmond Board of Equalization.  She previously served as president of the Circle Center Adult Day Services Board and president of the Greater Richmond Alzheimer’s Association.  She teaches the National Association of Realtors real estate specialist designation class.  Ms. Saunders earned a Bachelor’s degree in Social Work and a Master’s degree in Gerontology from Virginia Commonwealth University.

Ms. Tanner, an Independent Living resident at Lucy Corr, is retired from the Okemos Public School District in Okemos, Michigan. She volunteers with the Flower Committee and Lucy Corr Assisted Living.  Ms. Tanner previously served as treasurer of the Chester Women’s Club and treasurer of the Stone Manor Homeowner’s Association.

Mr. Witthoefft is General Counsel for Hirschler Fleischer, PC, and has practiced law at that firm since 1972 as a trial lawyer in varied business disputes and commercial cases.  He is a Fellow of the American College of Trial Lawyers and has been recognized by several legal publications for accomplishments in business litigation.  Mr. Witthoefft has served diverse professional organizations, including as president of the Richmond Bar Association, Greater Richmond Bar Foundation, Federal Bar Association (Richmond Chapter), and the Lewis F. Powell, Jr. American Inn of Court.  His community activities include leadership roles with St. Luke Lutheran Church, St. Michael’s Episcopal School, Trinity Episcopal School, James Madison University Parents Council, and the Mary Morton Parsons Foundation.   Mr. Witthoeftt is a commissioner for the Health Center Commission of Chesterfield County. Mr. Witthoefft received his B.A. degree from Hampden-Sydney College, and his J.D. degree from the University of Richmond School of Law.

Dr. James Worsley was appointed Chesterfield County Deputy County Administrator for Human Services in October 2020. Prior to this appointment, he served as Director of Chesterfield Department of Parks and Recreation. As Deputy County Administrator, he oversees the operations of all Human Services Departments within the county which includes community engagement & resources, community corrections services, treatment courts, juvenile justice systems, mental health support services and social services. He serves as the liaison between the Health Center Commission and the County of Chesterfield. He holds a bachelor’s degree in therapeutic recreation and a master’s degree in management, both from the University of North Carolina at Greensboro and a doctorate in leadership from North Carolina Agricultural and Technical State University.

Hobart Harvey currently serves as a member and Chair of the Health Center Commission of Chesterfield County (the Commission).  The Commission oversees the operations of Lucy Corr, a non-profit continuing care retirement community.   Mr. Harvey previously served as the Vice President of Financial Services for the Virginia Health Care Association (VHCA), a position he retired from after 18 years of service.  His primary responsibilities with VHCA included monitoring Medicare and Medicaid payment issues and related reform initiatives on behalf of the Association’s nursing facility and assisted living facility members.  Prior to joining VHCA, Mr. Harvey served as regional Director of Financial Analysis for the Daughters of Charity National Health System-East, now Ascension Health, in Baltimore, Maryland, where he had overall responsibility for the financial reporting and capital project review and analysis function for the region’s fourteen hospitals and health systems.  Mr. Harvey also held the position of Senior Manager with Ernst & Young where he provided a variety of financial and reimbursement consulting services to both nursing facilities and hospitals. Mr. Harvey is a graduate of West Virginia University.
